Where/ When: The Continental Congress adopted the Articles of Confederation on November 15, 1777 in Philadelphia and it was ratified in 1781.
Who was involved: The articles of confederation were signed throughout 1778 by delegates from each state as some states had adopted the articles sooner than others. (The states of Delaware, Massachusetts, New York, Virginia, Maryland, Pennsylvania, New Hampshire, Georgia, North Carolina, South Carolina, Rhode Island, Connecticut, and New Jersey signed the Articles of Confederation)

Why did it fail ?:
1. Congress had difficulty in passing laws since 9 out of 13 states had to approve that law before it gets passed
2. There no executive branch or the leader of nation, so it was impossible to find if states follow the national laws or not
3. 13 out of 13 states had to vote to change rules in Articles of Confederation
4. National government couldn't control trades between states, or with other countries. So they couldn't get more taxes
